I am ssuming they gave you one months notice so they should have paid you for the full month. If they couldn't find work for you, thats their problem, not yours.

Is it just the certificate they are witholding or the license itself?
If they are witholding the license, contact the SIA, they are not allowed to do that. The license belongs to you.
